Penetration testing in Kuwait

Delivered remotely from Muscat or on-site in Kuwait City and at energy sites, against the Central Bank of Kuwait Cybersecurity Framework, CITRA regulations and PCI DSS.

Regulations we test against

Central Bank of Kuwait Cybersecurity Framework

The CBK's Cybersecurity Framework for Kuwaiti banks expects independent penetration testing of digital channels and core systems, and tracked remediation of what is found. Our banking reports follow the framework's domains and include the retest result, so the evidence is in one pack.

CITRA

The Communication and Information Technology Regulatory Authority regulates telecom operators and has issued rules on data privacy and cloud services. For telecom clients and for any client handling data under CITRA's rules, findings note the relevant obligation.

National cybersecurity

Government entities work within the national cybersecurity strategy and guidance from Kuwait's National Cyber Security Center. Our government reports group findings by control area with a short leadership summary.

Oil and gas OT

Kuwait's energy sector runs some of the largest OT estates in the region. We test with production-safe rules of engagement agreed with plant engineers and report zoning gaps against ISA/IEC 62443 concepts.

PCI DSS and ISO/IEC 27001

Card processors fall under requirement 11, and most enterprises hold ISO/IEC 27001. Both references appear on every finding.

What is usually in scope

Kuwaiti scopes usually cover digital banking channels and their APIs, mobile applications, the corporate perimeter including VPN and email, and the identity layer. Oil and gas operators add OT estates: process networks, historians, engineering workstations and the jump paths from corporate. Telecom operators add customer self-service portals, CPE management and the OSS/BSS integrations behind them. Internal assessments cover Active Directory, segmentation, wireless and the remote access used by vendors and integrators.

Delivery model

Kuwait City is one hour behind Muscat. Web, mobile, API and external network testing runs remotely. Internal, wireless and OT assessments run on-site, or through a shipped drop-box where site policy allows. Evidence can be stored in Kuwait on request.

Pairing IT and OT testers

Kuwait's banks are deep into digital-channel programmes while its energy operators protect plant networks that cannot tolerate an outage. Both need senior testers who can move between a banking API and a historian network without lowering the bar. For energy clients we usually pair a web and API tester with a network and OT tester, so the corporate-to-plant boundary is tested from both sides. OT windows are agreed with the plant, active testing stops at the boundary you set, and anything that touches a controller is observed rather than exploited.

How the engagement runs

Scoping runs online or on-site in Kuwait City, with rules of engagement, excluded systems and change windows confirmed in writing. Testing runs with daily syncs and same-day reporting of confirmed criticals. Reports carry CBK, CITRA and PCI DSS references, with one summary for the executive committee and detailed steps for the engineers who will implement the fixes. The free retest follows your fix plan within 90 days.

Time-zone coverage

Arabia Standard Time, UTC+3, with no daylight saving. Working week Sunday to Thursday, the same as ours.

Recent engagements

Bank, digital channels

A business-logic flaw in beneficiary management combined with a weak step-up control allowed transfers to unverified beneficiaries. Fixed and retested inside the CBK cycle.

Oil and gas operator, OT segmentation

Field networks were reachable from the corporate estate through a legacy jump path. Zoning and vendor access were redesigned with the site team.

Telecom operator, customer portal

Account enumeration and authorisation findings across the self-service portal, fixed across two releases.

All engagements are anonymised and described with client approval.

Why Vulnera here

Kuwaiti banks and energy operators expect testers who understand both the regulatory framework and the reality on site. Vulnera brings senior testers with OT experience, Fortinet and Cisco specialists for the edge and plant firewalls, evidence for every finding and a free retest. See penetration testing for the full service, or red teaming for objective-based exercises.

// COMMON QUESTIONS

FAQ

Can you test OT environments in Kuwait?

Yes, on-site with rules of engagement written for production plants and agreed with your engineers.

Do you need a local partner?

Only when your procurement requires one; we then work through a Kuwaiti partner of your choice.

Can reports be delivered in Arabic?

Technical reports are in English. Executive summaries are available in Arabic, and Arabic-speaking testers can run workshops.

Which frameworks do Kuwaiti reports reference?

The CBK Cybersecurity Framework for banks, CITRA rules where they apply, PCI DSS and ISO/IEC 27001.
