Penetration testing in Qatar
Delivered remotely from Muscat or on-site in Doha, against Qatar Central Bank requirements, the NCSA National Information Assurance policy, the PDPPL and PCI DSS.
Regulations we test against
Qatar Central Bank
Banks, insurers and payment service providers regulated by the QCB are expected to run independent assessments of digital channels on a regular cycle and to show remediation. Our banking reports are written for that evidence trail, with the retest result included.
NCSA and National Information Assurance
Government entities and critical sectors align to the National Information Assurance policy and standard maintained by the National Cyber Security Agency. Findings reference the relevant control areas so remediation can be tracked in your compliance tooling.
Personal Data Privacy Protection Law
Qatar's PDPPL (Law No. 13 of 2016) governs the processing of personal data. Findings that expose personal data are flagged so your data protection lead can judge the impact.
PCI DSS and ISO/IEC 27001
Card processors fall under requirement 11; most large enterprises hold ISO/IEC 27001. Both references appear on every finding.
Energy and utilities
LNG, energy and utility operators carry OT expectations for production sites. We test with rules of engagement written for live plants and report zoning gaps against ISA/IEC 62443 concepts.
What is usually in scope
Qatari scopes usually cover digital banking channels and their APIs, mobile applications, the corporate perimeter including VPN and email, and cloud workloads. Government entities add citizen platforms and integrations with shared national services. Energy operators add OT estates: historians, engineering workstations and the jump hosts between corporate and plant networks. Internal assessments cover Active Directory, segmentation between business units, wireless and vendor remote access.
Delivery model
Doha is a short flight from Muscat and one hour behind. Web, mobile, API and external network testing runs remotely; internal and wireless assessments run on-site or through a shipped drop-box. Evidence can be held in Qatar on request.
Working inside mature programmes
Qatar's public sector and its large state-linked enterprises run mature security programmes with clear procurement rules. We work inside them: security questionnaires answered up front, testers named and cleared before the start date, and reports structured so they drop into your NIA or QCB compliance evidence without rework. Where a Qatari partner is needed for procurement, we work with the one you already use. For organisations preparing a major event or a new national digital service, we often run a short readiness assessment first, then a full test once the change freeze lifts.
How the engagement runs
Scoping runs online or on-site in Doha, with rules of engagement, excluded systems and change windows confirmed in writing. Testing runs with daily syncs, and confirmed criticals are reported the same day. The report is walked through with engineers and with the risk function, Arabic executive summaries are available, and the free retest follows your fix plan within 90 days.
Time-zone coverage
Arabia Standard Time, UTC+3, with no daylight saving. Working week Sunday to Thursday, the same as ours.
Recent engagements
Bank, internet and mobile banking
Session-handling and transaction-authorisation weaknesses that allowed a replayed request to repeat a transfer. Fixed and retested inside the bank's remediation window.
Government entity, external perimeter
A legacy VPN appliance with a known exploited vulnerability was found on the perimeter, replaced and verified at retest.
Energy operator, OT review
The historian network was reachable from the corporate LAN. A zoning design was delivered with the plant team.
All engagements are anonymised and described with client approval.
Why Vulnera here
Qatar's regulated sectors want senior testers who know the regional estates: the Fortinet and Cisco edges, the core banking platforms and the vendor access paths. We have tested them across the GCC, every finding comes with evidence and a free retest, and objective-based exercises are available through our red team. The full service description is on the penetration testing page.
FAQ
Do you work with Qatari government entities?
Yes, through direct contracts or a local partner where procurement requires one.
Do your reports map to the National Information Assurance standard?
Yes. Findings reference NIA control areas when the entity is in scope, alongside QCB, PCI DSS and ISO/IEC 27001 where relevant.
Can you deliver Arabic summaries?
Yes. Executive summaries are available in Arabic on request.
How fast can you start?
About two weeks for remote work, subject to scoping; on-site work in Doha depends on clearance lead times.
